{"id":1759,"date":"2017-11-07T10:52:27","date_gmt":"2017-11-07T10:52:27","guid":{"rendered":"http:\/\/arakanwatch.org\/?p=1759"},"modified":"2017-11-07T10:52:27","modified_gmt":"2017-11-07T10:52:27","slug":"un-increases-pressure-on-myanmar-to-end-violence-against-rohingya","status":"publish","type":"post","link":"https:\/\/arakanwatch.org\/en\/un-increases-pressure-on-myanmar-to-end-violence-against-rohingya\/","title":{"rendered":"UN increases pressure on Myanmar to end violence against Rohingya"},"content":{"rendered":"<p>Council expresses \u2018grave concern\u2019 over human rights violations in a statement that was watered down by China<\/p>\n<p>The UN Security Council has called on Myanmar to rein in its\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/2017\/nov\/02\/aung-san-suu-kyi-first-visit-myanmar-rohingya-violence\">military campaign<\/a>\u00a0in Rakhine state and allow hundreds of thousands of Muslim Rohingya\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/2017\/oct\/26\/world-failing-myanmars-rohingya-muslims-top-red-cross-official-says\">driven from their homes<\/a>\u00a0to return.<\/p>\n<p>In a unanimous statement backed by China, the council strongly condemned the violence that has forced more than 600,000\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/rohingya\">Rohingya<\/a>\u00a0to flee across the border to Bangladesh.<\/p>\n<p>The council expressed \u201cgrave concern\u201d over human rights violations, \u201cincluding by the\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/myanmar\">Myanmar<\/a>\u00a0security forces\u201d against the Rohingya such as killing, sexual violence and burning of homes and property.<\/p>\n<p>It called on the government \u201cto ensure no further excessive use of military force in Rakhine state, to restore civilian administration and apply the rule of law.\u201d<\/p>\n<p>The statement included most of the demands contained in a draft resolution presented last month by Britain and France, but that measure ran into strong opposition from China, a supporter of Myanmar\u2019s former ruling junta.<\/p>\n<p>China had indicated it was willing to resort to its veto power to block a resolution, but Beijing finally agreed to a statement during negotiations, diplomats said.<\/p>\n<p>Since late August, more than 600,000 Rohingya have been driven from their homes by an army campaign that the\u00a0<a class=\"u-underline\" href=\"https:\/\/www.theguardian.com\/world\/unitednations\">United Nations<\/a>\u00a0has described as ethnic cleansing.<\/p>\n<p>Myanmar authorities say the military operation is aimed at rooting out Rohingya militants who staged attacks on police posts.<\/p>\n<p>The Rohingya have faced decades of discrimination in Buddhist-majority Myanmar and have been denied citizenship since 1982, which has effectively rendered them stateless.<\/p>\n<p>Council members called for full access for humanitarian aid workers to Rakhine and said the government must address the root causes of the crisis by allowing \u201cequal access to full citizenship.\u201d<\/p>\n<p>The statement did not, however, threaten sanctions.<\/p>\n<p>Addressing the council, Myanmar\u2019s ambassador Hau Do Suan said the statement \u201cexerts undue political pressure on Myanmar\u201d and warned it could exacerbate religious tensions.<\/p>\n<p>During negotiations with China, language on citizenship rights was watered down, along with a demand that Myanmar allow a UN human rights mission into the country, diplomats said.<\/p>\n<p>The statement calls on Myanmar to cooperate with the United Nations and encourages UN secretary-general Antonio Guterres to appoint a special advisor on the crisis.<\/p>\n<p>France and Britain stressed that the top UN body was issuing \u201cdemands\u201d to Myanmar and that Guterres would report on progress in 30 days.<\/p>\n<p>Through the statement, \u201cthe Security Council expresses a strong and unanimous message to end the ethnic cleansing that is taking place before our eyes in Myanmar,\u201d said French Ambassador Francois Delattre.<\/p>\n<p>\u201cWe will judge Myanmar on how they act.
